Proposed Causal Context Layer.

CCL describes why a surface becomes relevant: triggering situation, problem or risk, latent need, canonical surface, intended consequence, and forbidden derivations.

The layer is proposed. It is not yet presented as a stabilized standard or as a behavioral measurement.

It complements governance by adding need context, without absorbing semantic proximity or evidence.
