The proposed semantic-boundary layer separates three realities: what resembles something else, what causes a need, and what may be treated as equivalent.

It prevents abusive fusion between neighboring concepts, close services, partial evidence, and unpublished promises.

It is not a full similarity map. It first publishes separations, then may receive measurements.
