A causal internal mesh links pages by role: trigger, latent need, doctrine, evidence, clarification, limit, or consequence.

An internal link is not causal by default. It should state why the relation exists and what it does not authorize.

Surface-level granularity requires real editorial review. Cluster-level meshes must be named as such.
