A need-state map starts from what an organization experiences before naming a solution: uncertainty, risk, loss of evidence, identity confusion, or restitution drift.

It avoids reducing content to its surface topic. A page also exists because it answers a need state.

The map must stay honest: a need state does not prove the service is necessary for every reader.
