HTTP and HTML discovery of machine artifacts.

`Link` relations expose important artifacts in HTTP headers and HTML `<head>` markup when possible.

They help discover policies, manifests, registries, context files, and separation files.

If hosting does not support headers, an HTML fallback and public index should be provided.
